Why am i not losing fat?

I exercise about 4-6 days a week; weight training (about 10-12 reps of everything), then cardio for about 40 minutes or more. One day a week, I play tennis for an hour. As far as eating goes, i eat balanced, natural meals every day, (1200-1300 calories a day) although i was maybe 3 days out of the 7 weeks i have been trying to lose weight, by eating a piece of cake on each of these days. I have been in a few situations where I haven't been able to make many healthy choices, but i always do the best i can. I eat maybe two raisonette's a day now cause my mom forces me to eat them, and i have one piece of this chocolate that has 30 calories a day. But, i'm not losing fat. Like, after 7 weeks, I hardly see a difference. I figured out like 3 weeks ago that I wasn't losing weight because i was eating too many nuts, but I count my calories now, but i'm still not seeing any difference. My stomach still looks flabby, as well as my arms, and legs. I haven't even gone down any clothes sizes, and i have no idea what i could be doing wrong.
