What does " the answer is blowing in the wind" mean?

It simply means, "There is no answer, but the answer can be in your hands", like the story of the boy holding a live bird in his hands behind his back and asked his wise teacher, "Is the bird in my hand alive or dead?" and the teacher, after pausing answered, "The life of the bird is in your hand", because, had the Teacher answered "alive", it will be dead and "dead", it will remain alive!
